Completed Neighbourhood Priorities
- Drug-related antisocial behaviour Show details
Antisocial behaviour related to drug use and dealing in the Layton Avenue, Layton Burroughs and Corporation Street areas. Information from the community has identified issues with street dealing as well as from properties with associated noise nuisance and groups of people intimidating residents.
Our Response
This area was included within a Dispersal Order zone covering part of Mansfield town centre. We challenge and disperse groups of people if they are causing alarm, harassment or distress in the area. We continue to execute drugs warrants at any premises we suspect are being used for supplying drugs and, if appropriate, work with the housing provider to have that person evicted. We will publicise our successes within the community.
Additional patrols on Friday and Saturday evenings are carried out under Operation Animism. This is in addition to planned patrols from the local beat team and the council's neighbourhood wardens and are used to deter criminal activity.
Our Solution
The dispersal zone, together with positive high visibility policing have substantially reduced calls to this location.
A number of drugs warrants were educated and this has resulted in a reduction in activity of those selling and using controlled substances.
The Ladybrook Safer Neighbourhood team will continue to work with local residents and to monitor this situation to prevent any reoccurrence.
- Anti-Social Behaviour – Mansfield Woodhouse. Show details
This priority was agreed at a meeting with local representatives from across Mansfield District on 8th April 2010 and updates a similar priority active between December and March 2010.
These three-monthly meetings are held with representatives from the local SNCs where issues across Mansfield district are discussed and representatives decide upon three over-arching priorities for each area.
The Safer Neighbourhoods Inspectors are then held to account at the meeting for action taken to address the issues.
Litton Road, Manor Complex, Morrison's Car Park, Northfield Lane and the quarry are the priority areas identified.
Children and young people have been causing anti-social behaviour in the above locations on a regular basis, generally between the hours of 5.00pm and 10.00pm, reducing the quality of life for many and making life a misery for some. This takes the form of abuse, noise, stone throwing, door and window knocking, drinking, etc.
Our Response
The intention is to police the above locations with greater intensity and respond to calls from residents on a quicker basis
1. Link in with Operation Animism to highlight this area as a priority area for officers on Anti-Social Behaviour patrols on Friday and Saturday evenings.
2. Direct patrols to this area using officers of the Safer Neighbourhood Team outside of the times when Op Animism works.
3. To set up extra Operation Animism Patrols at targeted times and days as funding allows
4. To respond to calls in relation to Anti-Social Behaviour on a more frequent basis and attend as urgent (60 minutes) or immediate (15 minutes) dependant upon the severity of the behaviour at the time.
5. When available to use Force Resources to patrol the area e.g. Mounted Officers, Territorial Support Group, Dog Patrols etc in addition to local resources.
6. To work with the Local Authority in identifying offenders at an early stage and to seek to divert them from their behaviour either via alternative activity (Youth Services) or referral to Youth Inclusion projects and negotiated Acceptable Behaviour Contracts.
7. Where individuals are seen and spoken to on the street, contact will made with parents either by letter or personally.
8. In more severe cases invoke the Anti-Social Behaviour process with a view to Orders being made at court.
9.Individuals who are identified as being more regular ‘offenders’ and are family based in the locality to be referred to the Family Intervention Project and the Joint Action Team via the Youth Issues Officer and the Common Assessment Framework.
Update April 2010 - the updated locations have been added to the Operation Animism high visibility patrol plan for additional attention to be paid. They have also been highlighted on the force Vision incident system as priority areas. This means that incidents reported in the locations specified will be responded to as a priority.
The Fire Service is looking to consult with local teenagers on their views for improvement to Peafield Park and a street surgery was held on a nearly street to give residents the opportunity to discuss what they feel the issues are in the area.
Update 28/1/10 - All of these locations have now been added to the "Operation Animism" anti-social behaviour patrol plan and are patrolled regularly on Friday and Saturday evenings.
We are working with our partners at Mansfield District Council and the Fire service to look at environmental planning issues around Peafield Park. This area is also having additional patrols from Dog Section officers in addition to attention from the beat team.
Our Solution
We have patrolled those areas of Mansfield Woodhouse which the public have told us are of particular concern, especially on Friday and Saturday evenings using the Operation Animism anti-social behaviour patrol. We have issued anti social behaviour contracts (ABCs) to a number of young people who have complied with the restrictions agreed with them. As a result we have seen reductions in reported incidents at these locations.
Some of these locations will remain as local beat priorities but it is currently felt they no longer warrant the intense focus of being over-arching priorities. - Anti Social Behaviour – Warsop Parish Show details

The intention is to police the above locations with greater intensity and respond to calls from residents on a quicker basis
1. Link in with Operation Animism to highlight this area as a priority area for officers on Anti-Social Behaviour patrols on Friday and Saturday evenings.

Update May 2010 - a youth consultation event was held on May 14th in conjunction with school Extended Services, Fire Service, Youth Services, Sure Start and the DAAT, (Drug and Alcohol Action Team) to find out what activities and facilities the young people of Warsop want. The Carr Lane Partnership Group will now look at the results and progress all appropriate suggestions.
Update April 2010 - a multi-agency project to look at these issues has been commenced, led by Sgt Carole Ostle.
The fire service is leading another project around facilities for young people on the park.
The location is already included as part of the Animism anti-social behaviour patrol plan and is also included on Vision police incident system as requiring a more urgent response to calls as this priority follows on from a related priority set in December 2009.
Our Solution
This remains a priority. Considerable investment has been made in diversionary activities for the young people of Warsop by both the police and our partners. Most of the young residents have responded positively to these activities and have taken advantage of the opportunities provided. This provision will be ongoing.
Unfortunately however, there is a small group of people intent on causing problems irrespective of the investment made in the area and they are not interested in engaging positively. The police and Mansfield District Council ASB team and other partners are currently proceeding with two ASBO applications on the young people we consider to be the main offenders. Other young people have agreed Anti-Social Behaviour Contracts (ABCs) which have had a positive impact and our partners are working with their families to ensure boundaries are maintained.
We are also currently undertaking consultation with local representatives and residents in order to introduce a dispersal zone into Warsop. This will be publicised in more detail in due course. - Under-age alcohol purchase and drinking. Show details
The continuation of this priority was agreed at a meeting with local representatives from across Mansfield District on 8th April 2010 and updates an identical priority active between December 2009 and March 2010.
These three-monthly priority setting meetings are held with representatives from the local SNCs where issues across Mansfield district are discussed and representatives decide upon three over-arching priorities for each area.
The Safer Neighbourhoods Inspectors are then held to account at the meeting for action taken to address the issues.
To reduce the incidence of underage alcohol purchase and drinking in public places at specified off-licensed premises and locations where youths gather on a frequent basis.
Our Response
1. Identify, via intelligence led policing, premises where alcohol is being bought by under age purchasers or by adults on behalf of those under-age i.e proxy purchasing.
2. Use Crime Stoppers, particularly Junior Crime Stoppers to encourage intelligence as to where alcohol is being sold and/or supplied to under-age persons.
3. Where such premises are identified, task Trading Standards to perform a test purchase operation in that and other similar premises in the area
4. Where there is evidence of proxy purchasing to mount an observation operation to catch offenders and deal with them by way of fixed penalty ticket using members of the Special Constabulary and the Safer Neighbourhood Team
5. Engage the Divisional Licensing Officer to conduct spot visits to all off-licensed premises and reaffirm the robust nature of enforcement surrounding sales to the under-aged and younger adults (Challenge 23)
6. Link in with Operation Animism to highlight the identified locations as priority areas for officers on Anti-Social Behaviour patrols on Friday and Saturday evenings.
7. To set up extra Animism Patrols at targeted times and days as funding allows
8. To engage with the Drug and Alcohol Team (DAAT) based at Ransom Wood via the Drug and Alcohol Locality Forum (DALF) so they may put Mansfield on a higher profile within their organisation for initiatives and education action in schools etc.
9. Task the Youth Issues Officers to highlight this problem in Secondary Schools in Mansfield via school assemblies and the Safer Schools Notice Boards
10. To engage with the Divisional Communications Officer and the Mansfield District Council PR Officer to devise a Communication Strategy to highlight this problem across Mansfield.
June update; as you may have seen in the news, the Chief Constable requested the Mansfield licensing panel review the licenses of three premises involved in the sale of alcohol to the three fifteen year old boys involved in the assault and unlawful killing of James Shepherd on 3rd July last year and to a fourth boy who did not take part in the assault.
The reviews have taken place over the past two weeks and have resulted in the William iv public house in Mansfield and Leeming Lane Stores Mansfield Woodhouse having their licenses revoked for a period of eight weeks and the Bold Forester having a six week revocation imposed.
We hope that our request for a permanent revocation of these licenses and the penalty which was imposed by the panel acts as a deterrent to other licensees who may be tempted to sell alcohol to children. We will continue to hold licensees to account if they are found to be selling unlawfully.
If you have any information about premises selling alcohol to children or any “white van man” selling, especially registration numbers, please contact your beat manager. Contact details on this web page.
Update May 2010 - we have had two meetings with Trading Standards Officers to determine a strategy for dealing with this issue. During June a joint Police and Trading Standards operation will commence where licensed premises are visited and they will be audited to determine the actions taken to ensure compliance with the law.
In early June, three premises are to have their licenses reviewed as a consequence of alleged under-age sales.
Update 28/1/10 - we are in the process of identifying premesis responsible for selling alcohol to children and will target these together with Trading Standards.
An article for local publications has gone out across the area which highlights the perils of youth drinking and the risks of children obtaining alcohol from home.
"Operation Animism," our anti-social behaviour operation, targets areas where children are known to congregate and drink alcohol.
Our Solution
We have conducted a number of test purchase operations on on and off-licensed premises on Mansfield North. We have also conducted, together with Trading Standards officers, observations on premises where we suspect that alcohol is being purchased by adults on behalf of young people. These operations will be ongoing.
We continue to target parks and other locations where young people drink, especially with our Operation Animism patrols which are specifically to address anti-social behaviour. We respond to areas where the public tell us young people are gathering to drink.
This priority is on-going. - Mansfield Woodhouse / Forest Town Priorities Show details

Regarding priorities 1, 2 and 3 above,
We will, where alcohol is considered a factor:
Identify via intelligence led policing, premises where alcohol is being bought by under age purchasers or by adults on behalf of those under-age i.e. proxy purchasing.
Use Crime Stoppers, particularly Junior Crime Stoppers to encourage intelligence as to where alcohol is being sold and/or supplied to under-age persons.

January update
1. Morrisons - we are pleased to note that there have been no calls in relation to Morrisons during December. Throughout that month, the Mansfield North Beat team ran Operation Accelerate. This targeted the retail premises and anti-social behaviour hotspots throughout the area. This ensured that patrols of the area and walkthroughs of the store were carried out on a nightly basis. This seems to have had a positive effect in keeping problems away from this area. This priority is now due for review at the upcoming priority setting meeting.
2. Charlesworth Court - we are pleased to note that there has been only one call in relation to anti-social behaviour during December. This related to youths congregating in the communal areas of the flats. We are again urging residents to make sure the external doors are kept locked. Patrols continue under Operation Animsim on Friday and Saturday nights. This priority is now due for review at the upcoming priority setting meeting.
3. Garibaldi Road - we are pleased to note that there have been no calls in relation to this area during December. Throughout that month, the Mansfield North Beat team ran Operation Accelerate. This seems to have had a positive effect in keeping problems away from this area. PC Parsons has now had confirmation that local Councillors have agreed to fund the replacement of the local CCTV system to ensure there is 24 hour monitoring of this location. This priority is now due for review at the upcoming priority setting meeting.
Our Solution
Following the Priority Setting meeting held with residents and partners, it was agreed that the three priorities would now be changed for the forthcoming three months - Under-age alcohol purchase and drinking Show details
To reduce the incidence of underage alcohol purchase at specified off-licensed premises and drinking in public places and locations where youths gather on a frequent basis.
Our Response
Update January 2011; We have conducted test purchase operations across the district at both on and off licenses.
We have worked with Trading Standards to conduct observations in locations where our information is that adults "proxy purchase" for young people.
Our "Operation Animism" patrols focus on open spaces and streets where young people gather to drink. Children found with alcohol are taken home and parents spoken with. Referrals are made to our youth issues officer so that the child's school is aware of any issues.
Our Solution
Work is still continuing over the Mansfield North area to deal with underage purchasing of alcohol. Observations have been carried out on several off licences to look for offences as well as proxy purchasing. Operation Animism patrols continue and regularly stop young people to check for alcohol. Action regarding this issue will continue as part of the core business of the Safer Neighbourhood team - Young People – Mansfield District Show details
To work with partners to actively engage young people in positive activities
Our Response
To seek opportunities, together with partners, to divert young people into the many youth clubs and groups available across the district. To build positive, supportive relationships with those groups and in doing so reduce anti-social behaviour.
Update January 2011 - We have supported a youth club in Mansfield Woodhouse which was the target of anti-social behaviour in order that the young people wishing to enjoy the services available could do so without being disrupted. This also involved dealing with a number of young people who were disrupting the club.
We are working with "Shine" in Warsop which has offered us the opportunity to engage with young people and have been involved with activities on The Carrs.
With the support of some of our local representatives we have been able to run youth events in Ladybrook and Pleasley and will continue to work with partners to provide diversionary activities.

Update January 2011 - working with Mansfield District Council, a dispersal order has been approved for part of Warsop which came into effect on 10th January. This includes Carr Lane and Clumber Street. An exact map of the affected streets has been publicised locally.
In addition we have secured an interim ASBO against a local youth who has been named as a major problem in the area and with the council as lead agency are working towards an ASBO on another youth named as causing problems in the area.
We will continue to target anyone named as causing anti-social behaviour problems in the area.
February 2011 - the interim ASBO has now been agreed as a full ASBO which will run until January 2013. This individual has since breached the ASBO and has been sentenced to 18 weeks imprisonment plu a further 18 weeks for other offences. The last few weeks have seen regular partols in the dispersal zone area with numerous groups of young people being told to disperse due to the distress they are causing to residents. These targeted patrols will be continuing.
A 16 year old boy has been prosecuted for persistant possession of alcohol in a public place after being stopped three times by Police in possession of alcohol.
March 2011
The dispersal zone has continued to be positively policed with groups regularly being told to leave the area. On March 4th an operation was conducted to target the area. 18 people were dispersed from the area. Two males were later arrested for returning to the area after being required to leave. One male received a caution while the other has been charged with the offence and bailed to attend Magistrates court.
Calls regarding anti social behaviour in Warsop have reduced from
178 in the three months September 2010-November 2010 to 146 in the three months December 2010 - February 2011
April 2011 update.
In the last month the beat team have continued to police the dispersal zone. A further two arrests have taken place of juveniles breaching the order to leave the area. They have both received a police reprimand. During this month, three search warrants were executed at premises within the dispersal zone. Drugs were found at all three addresses and five people were arrested and dealt with for drugs and other offences.
The Dispersal zone is still being heavily policed and a large quantity of alcohol has also been seized.
The Warsop beat team are working some extra shifts particularly on a Friday evening in an attempt to positively police the Dispersal Order and reduce the number of ASB related incidents.
Operation Animism is also ongoing and patrols the regular ASB 'hotspots' in an attempt to tackle ASB on a Friday and Saturday evening.
We have ongoing engagement with other agencies, including:- Fire Service, youth services, extended school services and Mansfield District Council anti-social behaviour team and Shine in order to look at setting up diversionary activities for the local teenagers to participate in.
This priority will be discussed at the Warsop cluster priority setting meeting on 23rd May. This will be held at 6.30pm at the Burns Lane community centre and all residents are welcome.
Our Solution
The Mansfield North beat team will now be looking at policng priorities on each of the three clusters, these being Mansfield Woodhouse/Forest Town, Warsop and West Mansfield. This issue will continued to be dealt with by the Warsop Safer Neighbourhood team - Anti-Social Behaviour Bull Farm area Show details
Groups of young people are gathering around the shop areas of Peel Crescent and Chesterfield Road North and causing a general nuisance to the shopkeepers and members of the public alike.
Our Response
The Safer Neighbourhood Team will be actively conducting high visibility patrols in all the affected areas to discourage and break up the offending behaviours. Details of offenders will be taken and stop forms will be delivered to parents to educate them on their child’s behaviour. Should problems persist further penalties will be imposed such as Acceptable Behaviour Contracts and Penalty Notices for Disorder where appropriate.
Operation Animism will see a police car dedicated to anti-social behaviour, patrolling the area during Friday and Satirday evenings.
November 2010 update. This continues to be the main issue in this area. The Police are working together with both the Council Wardens and Council Anti Social Behaviour Team.
The issues have been brought to the attention of all officers and has been included on the briefing pad which is read by supervisors at the start of each shift. We are gradually compiling a number of names of persons who continue to cause problems and action will be taken against these persons in the near future
December 2010 update. A number of the young persons involved in these incidents have together with their parents attended the police station and agreed to an Acceptable Behaviour Contract, any breaches of these contracts will reported to the Council to consider further action. The incidents since this has happened have reduced considerably
January 2011 update - Reports of anti-social behaviour continue to drop on the Bull Farm and Pleasley area. High visibility patrols continue in the area and visits made to home addresses of offenders to reinforce the conditions agreed on their Acceptable Behaviour Contracts
February 2011 Update
During the period from August 2010 to November 2010 the Bull Farm area experienced a high volume of antisocial behaviour calls. These calls were predominantly centred on the Bright Square and Peel Crescent areas and involved a large group of local teenagers.
The time period saw a total of 53 reported incidents (compared to 36 in 2009) involving some, or all, of the group concerned, in and around the Bull Farm area.
These included –
• 4 incidents at Crescent Primary School where a number of youths were seen to be climbing on the school roof after hours and subsequently 2 skylights were broken. This caused the school to have to spend money on unnecessary repairs that could have been better utilised on your children’s education and potential days out.
• 7 incidents reported at St Augustines Church: 2 where damage was caused to a fence and a vehicle.
• 27 incidents reported of youths gathering on Bright Square, sometimes in groups of 20 plus, with a number of these incidents involving criminal damage to the bus shelter over a prolonged period of time. There were also assorted different objects thrown at the windows of the shops. This included criminal damage to one of the cameras bought and maintained by the Community Focus Point; Buddies.
• There have also been a number of incidents where large groups have been seen kicking and damaging fence panels at various addresses in and around the Bull Farm estate.
This behaviour culminated in a number of the youths being arrested in November 2010.
In order to address these issues the local beat team have worked in partnership with the Neighbourhood Warden Service and Mansfield District Council’s Antisocial Behaviour Team to issue 11 of the youths involved with Acceptable Behaviour Contracts (ABCs). These contracts will apply until 1st April 2011 when they will be reviewed. Whilst not specifying the exact conditions set on the contracts, the main points on all of them are;
1. I will not behave in a way that causes nuisance, alarm, distress or harassment to people.
2. I will not do anything which interferes with the peace, comfort or convenience of anyone living on Bull Farm Estate.
All breaches of the ABCs are being addressed proportionately and are recorded on a database in order that evidence is available, if required, to support any future applications for individual Antisocial Behaviour Orders (ASBOs). The local beat team continue to conduct patrols around the Bull Farm estate in order to disrupt and address any antisocial behaviour that may be taking place. We will continue to effectively manage the conditions set out on the ABC contracts. If any residents know of or see anyone behaving in such a way as it might breach the conditions stated above, we urge you to get in contact with us as your information may help to address an individual incident or towards the application for an ASBO.
Our intention is not to impose conditions on the teenagers in order to stop them from having fun, but to prevent their behaviour disrupting the quality of life of residents upon the estate.
Since the ABCs were issued in November there have only been 12 reported incidents of ASB involving members of the group. The local beat team will continue to patrol the estate and would welcome open and honest communication from members of the local community. Any information given will be treated in strict confidence.
We hope that by raising awareness of these issues we can work together with the community to prevent any further antisocial behaviour problems for the residents of Bull Farm.
Update April 2011
The local Police Beat Team continue to work on this issue. We are in the process of reviewing the Acceptable Behaviour Contracts which are currently in place on local youths. When staff are available we have increased patrols in and around The Bull Farm Estate.
Our Solution
The Mansfield North beat team will now be looking at policng priorities on each of the three clusters, these being Mansfield Woodhouse/Forest Town, Warsop and West Mansfield. This issue will continued to be dealt with by the Pleasley/Bull Farm Safer Neighbourhood team - Anti-Social Behaviour around Morrisons, Mansfield Woodhouse Show details

A number of persons have been identified using their vehicles in an inappropriate manner and have been dealt with accordingly including the issuing of notices so that their vehicles can be seized if seen again.
1st January update - There have been four incidents reported in the last four weeks concerning anti social behaviour at Morrisons. This is a very pleasing number compared to twenty six incidents from September to the end of November. Work will continue on this.
1st February update - There have been seven incidents reported in the last four weeks concerning Morrisons with only two relating to anti social behaviour. Work will continue on this to keep these low by way of patrols and responding and dealing with persons reported
1st March update - There has been one incident of Anti Social behaviour reported since last months update. Due to the gradual reduction in incidents bearing in mind that this location last year in the darker months was very busy with reports, possibly shows that the issue is under control. This will be raised at the next priority setting meeting and an assessment of feedback from surveys both online and obtained will be looked at in deciding whether to replace this priority with another matter the public have raised.
1st April update - There have been reports made regarding youths playing football near to the entrance of the store. The beat team have attended on these occasions and moved the youths on and updated the store, however we are going to increase patrols to try and maintain presence and discourage youths from congregating. Other than this and compared to this time last year there is a reduction in the number of incidents reported.
