Neighbourhood Priorities
Through consultation with the members of the public in this neighbourhood we regularly set out a number of priorities to be tackled.
- Antisocial behaviour Show details
We have worked to address the problem of ASB in the Neighbourhood Policing Area. The areas that will be the focus of our attention in the period leading up to Christmas and beyond into 2012 are:
Harwill Avenue, Welstead Avenue on Aspley Estate. Coleby Road, Withern Road and Lindfield Road on Broxtowe Estate, and Grassington Road Ainsley These streets have a number of issues related to Anti Social Behaviour that we will focus on with our partners.
Anti Social Behaviour appears as a common theme of complaint through all of Broxtowe Neighbourhood Policing area. ASB takes on many forms and affects the quality of life of residents in varying degrees across all three Wards. Feedback from the community through Local Area Group Meetings (LAG), street briefings, revisits, and Neighbourhood Priority surveys, confirm that Anti Social Behaviour should be included as our Neighbourhood Priorities for the next six months. Current plans being finalised show the long term commitment to tackling Anti social behaviour and repeat victimisation as a priority for Aspley, Bilborough, and Leen Valley wards. We have consulted with our Ward Councillors who have confirmed their agreement and commitment to tackling Anti Social Behaviour.
This priority is fully supported by data collated from our systems, and that of our partners. Data compiled by the Crime and Drugs Partnership (CDP) reviewing ASB for the whole of 2010 – 2011 confirms that across the City, Aspley, Broxtowe, and Bilborough are in the top ten as confirmed Hot Spot areas. The data shows that the main cause of public calls relate to rowdy nuisance behaviour. Aspley, Broxtowe and Bilborough recorded over 500 ASB related calls in 2010 – 2011 with Broxtowe responsible for 283 of these calls.
As part of our recording process around vulnerable victims of ASB, Broxtowe and Wollaton Neighbourhood Policing area has so far been involved in dealing with over 70 vulnerable victims and addresses. An important consideration is that 40 out of the 70 vulnerable ASB victims live within the Bilborough, Aspley and Broxtowe beat areas. Aspley currently has just under a third of the total number of vulnerable repeat victims of ASB for the whole of the Broxtowe Policing area with a total of 20 year to date.
Crime pattern analysis correlates with the areas identified above as the same areas overlap much of the serious acquisitive crime incidents (Dwelling Burglary, Auto Crime and Robbery). By targeting ASB and the perpetrators resources are being allocated to both driving down and addressing crime and deterring ASB thus there should be a reduction in calls to police and increase in public confidence as a result of the additional patrols. Systems put in place to tackle these issues will also assist in the prevention and detection of other linked crimes such as criminal damage.
Aspley, Broxtowe and Bilborough are the top three beats for recorded crime across all the beat areas for Broxtowe NPA, they are up to three times busier than other beat areas. 2010 – 2011 shows that Aspley recorded 769 and Broxtowe recorded 659 .
In summary it is clear that not only do these areas have the most reported ASB, they also have the highest recorded crime levels across the whole area. This is directly linked to the fact that the majority of repeat ASB victims are also located within these areas. Ensuring this is dealt with effectively as a priority will go a long way to reducing crime overall, and improving the quality of life within the neighbourhood.
We have consulted with our Area managers and Local councillors who have supported the inclusion of ASB as a priority for the next six months.
Much work has already been done to reduce these levels and also to improve public perception working with all partner agencies and this will continue. This cohesive partnership approach is required to;
• Increase Trust and Confidence within the community
• Further reduce ASB related activity
• Further reduce criminal activity
• Increase the quality of life within the neighbourhood
Our Response
BROXTOWE NPA UPDATE JANUARY 2012
During November we experienced a spike in house
Burglary mainly across Aspley Ward with some intrusion into the top of Bilborough Ward. In all we suffered 53 burglaries our highest total for some considerable time. As a result we initiated Operation Cerberus a mixture of high profile patrols, visits to victims of recent burglary and those subject of burglary in the run up to Christmas last year. We visited known burglars on the patch and very actively policed bail conditions. In addition we adopted a very positive approach to any regular offender found on the patch in breach of any offence no matter how minor and have had officers monitoring CCTV to assist the foot patrols. As a result in the first 10 days of December there were 3 reports of burglary for the whole policing area. We will be unable to sustain the same amount of resources all through the month but have secured additional funding to increase patrols until at least Christmas. We have seen a reduction in incidents of ASB in all of our target areas as a result of these patrols. Youths were engaged with on the streets and we had some very positive feedback from local residents who noticed the extra patrols. Lots of information has been gained and we are in the process of linking this with our partners in Nottingham City Homes and Community Protection to progress further action. We are in the process of reviewing the results of operation Cerberus; we will update you as soon as we have the information available.
The Force has changed the number of Ward and Beat Priorities from three to one and the review period for them. During the early part of the year PS Bulmer and Cresswell carried out a detailed review of incidents and public perception over the three wards and consulted with partner agencies before we agreed the ward priorities. I have reviewed the work they undertook and compared it to recent demands and feedback and feel that their initial report is still relevant, as such if we move to one priority the one that is best suited across all three wards is Anti Social Behaviour. I have consulted with partner agencies and they agree this best fits the demands they experience and fits in with their own priorities. We shall of course still target crime particular acquisitive crime and drug related offending but the previous research has shown there is a very strong correlation between this and the incidence of ASB. We have reviewed the priorities during September and October and will review them again in January next year. Where ever possible we shall try to narrow down incidents of ASB to target patrols and resources as effectively as possible and feed back via the website and NATS/LAGS.
• On behalf of the Beat Team may I wish you all Merry Christmas and a Happy New Year.
Regards
Inspector Steve Payne

BREAKDOWN OF PRIORITY BEAT AREAS
ASPLEY WARD
Current locations JANUARY 2012
Harwill Cr- Allendale Ave- Welstead - Sherbourne not- Tenbury Cr - Minver Cr
Lindfield Rd - Beckley Rd - Frinton Rd - Withern Rd not- Woodfield Rd
UPDATE
Great news December shows that the above locations have either had no calls regarding ASB, or very minimal numbers. Research has shown that no other areas have shown any increase in reported incidents. There have been increased patrols to tackle a spike in Burglary with operation Cerberus. This has also had a hand in reducing ASB, as we have shown crime can be directly linked to hot spot locations for ASB.
BILBOROUGH WARD
Current locations JANUARY 2012
Melford Road not- Melbury Road - Chetwin Road - Bramerton Road
Birchover Community Centre
UPDATE
Looking at reported incidents for December shows that Melbury was the only location where ASB has been reported, with 6 calls. However four of these calls are directed to a particular address which the beat team are involved with. Birchover has had a great reduction in incidents due to the attention being paid by our teams.
Reviewing ASB in December in the Bilborough ward indicates that there has been no significant rise in ASB elsewhere in the area which is great news.
LEEN VALLEY
Current locations
Grassington Road
UPDATE
This is the only repeat location for ASB on the Leen Valley ward. It relates to Youths congregating outside a local Off Licence. This has been added as part of the patrol plan for the team and included in the Cacogen ASB patrols at the weekends. There have been only 2 calls to this location during December, it is clear that we are having some success.
•We will increase uniform presence from Police and our partners at Community Protection by patrolling these areas.
•We will direct Patrols to the area using intelligence led policing.
•We will work with our partners to increase diversionary opportunities for those aged under 18. In particular Youth Intervention, we will set up projects aimed at giving Young people in the area alternatives. This will be in partnership with our Schools, Extended Schools Services, and Youth Services.
•Where premises are identified as selling alcohol to underage persons we will mount test purchase operations.
•We will make use of CCTV cameras at hotspots to gather evidence and discourage anti social behaviour.
•We will consider making use of civil alternatives for example, Acceptable behaviour contracts and antisocial behaviour orders being made at court.
•We will respond to calls in relation to anti social behaviour on a more frequent basis and attend as urgent (60 minutes) or immediate (15 minutes) dependant upon the severity of the behaviour at the time.
•Where individuals are seen and spoken to on the street all information will be passed to our partners at community protection and Housing for action.
We will work with housing officers from Nottingham City Homes, private landlords to invoke measures to deal with issues relating to tenants causing Anti Social Behaviour.
Operation Cacogen has also been initiated and will involve a dedicated response to deal with Anti Social behaviour; it will supplement the patrols being completed by your Neighbourhood
