On the 1st June 2010 at the Safer Bulwell Sub Group you the community told us that following on from the community raised priority of anti-social behaviour on the Snapewood estate 6 months ago, you felt that whilst significant improvements had been made in terms of reducing anti-social behaviour on the estate, you were concerned that with the summer months coming that acts of anti-social behaviour and criminal damage may increase and the fear of this increase was causing concern amongst some parts of the community.
You told us that those involved in anti-social behaviour sits with a small group of approximately 12 young people and that this group of youths continues causing harassment to residents in the Snapewood Estate
You have told us the problem is most acute during the evenings particularly on a Wednesday, Thursday, Friday and Saturday and in particular, two locations of Aspen Road and Commercial Road.

Dedicated patrols have continued throughout October and these additional patrols will continue during the key times throughout November. Overall the level of anti-social behaviour and crime continues to fall within the estate, crime is down 36% and reports of anti-social behaviour are down 24%.
I would stress that as a team we are not complacent regarding these reductions and we will continue with additional patrols to prevent crime and anti-social behaviour within the area.
Over the last month there have been some isolated incidents of anti-social behaviour in and around the Bacton Gardens area and a small number of youths on the periphery of ASB have been returned home to their parents following poor behaviour. These individuals have also been progressed along the 5-step ASB process and where possible the youths have been directed towards sporting activities to deter repeat offending.
This priority will be formally reviewed at the end of November, however in the interim and on behalf of the Neighbourhood Policing Team can I please request that should you be subject to anti-social behaviour you report it to the police ASAP as this will help us target the last few remaining individuals that cause the police and the community some problems.

Dedicated patrols have continued throughout September resulting in anti social behaviour reports remaining low for this area.
We are continuing to work with the local youths by engaging with them and setting more dates for football matches.
The ASB team are continuing their work with repeat offenders in order to help keep them out of trouble by engaging with them and if need be taking further action in the form of official warnings and the first steps towards acquiring an anti social behaviour order against persons who do not comply.
Please continue to report any further incidents in order for us to continue collating information against repeat offenders.

To help solve this priority the beat has now seen over 180 hours of dedicated patrolling of the key areas within the beat. This has been done with the Neighbourhood Response Officers, the Neighbourhood Policing Team, and the Anti-Social Behaviour Team, whilst recently the Police Mounted Section have also spent a number of days and evenings within the area, patrolling the streets.
Over the last month crime linked to anti-social behaviour has continued to fall, and we have seen a further reduction in terms of the number of anti social behaviour incidents.
Officers on patrol in the area have stated that generally the level of anti social behaviour is continuing to fall, and I can confirm that the number of anti social behaviour incidents reported to the police have reduced.
Please can we ask that if you experience any anti-social behaviour you report it to us, we will patrol and make best use of our teams and resources but we also need the help of the community to help solve this priority.
It is worth noting that the four bin fires that occurred on the 21 August 2010 were not linked to the local youths and that the bin fires are believed to be isolated incidents for which the offender has been charged and is currently on remand awaiting trial at Nottingham Crown Court.
I would like to thank those of you within the community that helped the police secure the arrest and charge of the individual concerned; your help was very much appreciated.
Whilst out on patrol we continue to stop and speak with a number of youngsters and the majority of these youngsters have now joined football clubs and youth groups which is keeping the children off the streets and assisting us in reducing crime and incidents of anti-social behaviour.
Over the coming weeks the patrols will continue and we will continue to work with our partners and community members to reduce this problem further.
Our Solution
During November 2010 a consultation process took place with the community, partner agencies and the police and during this process we reflected on the current Neighbourhood Policing Priorities.
You said that you were very satisified wih police and partner agency action in relation to this priority and you stated that there has been a marked reduction in terms of ASB, Crime and the fear of ASB and crime within the local community.
The community went on to tell us that they were happy for this priority to cease as they now believed this could be managed through local beat team policing.
During the priority the police and partner agencies obtained:
A number of ASBO's
Convicted a number of offenders for Criminal Damage and other crimes linked to ASB
Placed a number of youths onto the 5-Step ASB process.

Since the tragic murder of Suzie Southern on 25th Jun 09 on South Snape Close we have looked at ways of reducing the high numbers of wheelie bin and intentional fires that are occurring within problematic areas of Bulwell. An area where this is a problem has been identified as the area off of Snape wood Rd and includes:
Nine Acre
Corben Gardens
Broad Eadow Rd
Salmon Close
South Snape Close
Tealby Close
Dyce Close
Snape Nook Court
Midlame Gardens
Stoney Houghton Gardens.
In addition, residents living in these areas have asked us to help reduce this anti social behaviour and potential dangerous occurrence.
We have worked closely with NCC Waste Services and Notts Fire Service and are now in a position to launch a series of actions/interventions to help reduce this problem.
This plan forms part of the 'pilot' project which we are employing here first in Bulwell which may then be employed by other areas of our city in attempts at reducing the number of wheelie bin fires that occur.

There have been NO Arson attacks or wheelie bin fires since the introduction of this project. Regretfully there are still a number of households that are not willing to change their behaviour and we have had to issue a number of Fixed penalty tickets for failing to comply but this is only a small minority. Most residents have fully supported the change and we would urge those still resistant to change to realise and understand the reasons behind this change in bin times and remember that by putting your bins out in the morning of your bin collections rather than the night before helps everyone. Well Done!

There have been NO Arson attacks or wheelie bins set on fire since the introduction of this change in bin times and most people have now settled into this small but important change in putting bins out in the morning rather than the night before. Officers remain vigulant against this threat and will continue to patrol the pilot area

Firstly a big thank you to those of you who have taken on board this change in bin collection times. I am please to state that we have had NO bin fires thus far within your estate which is great news. However, Police are investigating three deliberate bin fires in Bulwell, Nottingham, set within 15 minutes of each other in the early hours of Saturday 21 August 2010.
The first was spotted by police patrol officers in Utile Gardens around 2.05am. A commercial waste bin was alight at the rear of Snapewood Stores. No one was injured and fire fighters extinguished the fire.
A second fire in a domestic waste bin was discovered by firefighters at an address in Spruce Gardens as they responded to the earlier incident in Utile Gardens. No one was injured and one person was removed from the house while the fire was in early stages of ignition.
The third incident was at an address in Spruce Gardens where a domestic waste bin was also set alight. The front door of the property and a fence were damaged by smoke. No one was injured.
Police are conducting house to house enquiries in the area to gather information to assist their investigation. High visibility patrols are in place to reassure the community and prevent further offences being committed.
Colleagues from Nottinghamshire Fire and Rescue have also spent the day delivering leaflets in the area and advising residents on fire prevention.
Officers have been working with Nottinghamshire Fire and Rescue and the local authority to educate residents about preventative measures they can take, including securing bins in gardens and fitting locks to garden gates.
The offender for these fires has been ARRESTED and CHARGED and is currently REMANDED into prison.
We have sent out a thank you letter to residents who helped us with this investigation.

We have managed to visit nearly all the homes within this affected area and are absolutely delighted with the response we have received. We would like to offer a huge thanks to residents who have taken on board this small change to how and when they put their bins out and have changed their behaviour. Our thanks also go to the pupils of Snape wood Primary school who's stickers on the bins provide a clear message to us all and make the streets a little more colourful. Please remember that our officers are now patrolling the area the night before and the night after bin collection to make sure we all contribute to reducing this risk and they will be speaking to anyone who does not comply with this request.

Those living within this area will shortly receive a joint letter from Notts Police, NCC and Notts Fire Service explaining what we are doing and why.
As part of that letter we will also be giving you some A3 sticky posters that we would like you to stick to your bin to remind you what we are doing. The artwork for these posters has been designed by local school children and provides a clear and simple message to us all.
From w/c 21st Jun 10 your bins will be collected later in the day which will allow you the opportunity of placing your bins out the morning of the bin collection rather than the night before. This single act can prevent 85% of wheelie bin fires and we would ask for your co operation in this.
Officers and members of your Safer Neighbourhood Team will also be patrolling the night before and the night after bin collections to make sure that you don't put your bin out to early and put it away as soon as you can. We are here to help you if you need our help in this. We will also be making sure that any fly tipping is removed as soon as possible
We aim to try and educate, reassure and prevent this problem from occurring and officers will be patrolling for the next few months to deliver this but, those who don’t or wont change their behaviour and help us to remove this problem we will then enforce this change with you and you could face a fix penalty ticket which officers will issue out but, only after we have tried to work with you first.
We can only hope that residents understand the need to put their bins out on the morning of a collection rather than the night before and work with us to effect this change.
Together we can reduce this problem and your Safer Neighbourhood staff will be out and about monitoring this problem for the next six months. We can reduce the number of wheelie bin fires but need you help to do so.
Our Solution
During November 2010 the police, partner agencies and the community met to review this Neighbourhood Priority. On review the community noted that there had been no arson attacks within the bin fire pilot area and they reported that the pilot had been a sucess.
The community acknowledged the fact that it would be difficult and costly to sustain all of these changes in terms of bin collection times etc however the support in relation to this priorty from the majority of the local community has been fantastic.

Problems with misuse of off road bikes and the behaviour of youths in the South glade Park area of top Valley.
The priority was raised by community members who do not always feel safe using the park due to youths fighting amongst themselves or acting in an intimidating or threatening manner or off road bikes being used within the grounds.
In addition, both a small increase in ASB crime and reports of ASB through the NCC ASB Hot line confirm that this is an emerging issue.
Police and partner agency systems have been reviewed and the information recorded confirms the priority raised is relevant and appropriate to the beat area. This is a steady increase in reporting of ASB from local residents and it should be noted that this is also a seasonal issue with more young people using the park throughout the longer evenings and summer months.

Since the last update a month ago, there have been three calls about anti-social behaviour on the site. These all related to young people allegedly being rowdy on or around the site. None of the incidents required a crime report. In addition to that, there was one allegation of theft of a motorcycle. We continue to make efforts to reduce the level of complaints still further through regular patrols in the area. There are also ongoing operations targeting the use of motor vehicles on public land which has resulted in further seizures of motorbikes again this month.
We are aware that it is possible incidents are taking place, but not being reported. We urge people to call the police if there is anti-social behaviour here or anywhere you happen to be. Such behaviour is not acceptable, but we need to know about it in order to deal with the offenders. If you have any information that is not an emergency, please either call the police on 101 or Crimestoppers anonymously on 0800 555 111. In an emergency, as always, please call 999.

I am pleased to say that incidents at Southgalde Park have continued to remain low, and the reporting of off road bikes has also declined.
We continued to target Southgalde Park within our off road operations and we have had 6 further warnings given to riders within the Bulwell area this month with one resulting in a seizure and the vehicle crushed.
Please do not hesitate to contact either PC McMillan or the police switch board on 101 should any further incidents come to light.

High visibility and plain clothes patrols have continued on the park and in the various buildings. We have been impressed with the atmosphere throughout, with few issues coming to light. The skate park, in particular, seems to have been very well used.
There are ongoing issues with people using some of the newest pitches when they are not open. If the gates are locked, it means they are not in use. Rather than climb over the fences, which if nothing else is dangerous, please speak with staff in the leisure centre. They will be able to advise whether you can use them.
There has only been one call in August about off road vehicles on the park, which is a great result. The off road operations will continue, with a view to them being reduced still further. To assist with this, please note the vehicle gates will now be closed at the times advertised whether or not there are still cars in the car park. Make sure you leave on time.

We have had a further off road OP where a section 59 warning was given to a rider but again a relatively quiet day.
Further crime prevention advice has been given for the park area.
High visibility patrols will continue throughout the summer.

Any known offenders have now been spoken to and referred to any relevant agencies for further intervention.
Our last off road OP was completed with a negative result due to no nuisance bikes in the area on that day.
A meeting has been held to discuss the security of the park and it has been agreed that a tree trunk will be placed obstructing the last insecure entrance to avoid vehicles gaining access out of hours.

In order to tackle the issues a multi agency meeting will be arranged including managers of Southglade Park in order to assess security already in place and how we can improve on this.
The Neighbourhood policing team will be more visible in the area in order to identify offenders and take relevant action, offer reassurance and be available to speak with members of public about concerns they have in this area.

Following on from public meetings after the tragic death of Suzie Southern on Southsnape Close and from feedback from local surveys you told us that the residents of Snapewood are suffering from a small minority of young people who are causing problems on the estate. This involves groups of youths causing harassment to residents in the Snapewood Estate and it also links with increased levels of criminal damage and intimidation.
You have told us the problem is most acute during the evenings particularly on a Thursday and Friday evening.
Our Response
In order to address the behaviour of these young people the Police have mounted a operation to target those responsible and reduce the levels of Anti Social Behaviour. As members of the community should you will see an increase in high visibility patrols within the area to reassure the public and provide a deterrent to those committing Anti –social Behaviour (ASB). The Anti-social Behaviour Team and the Bulwell Police officers continue to work within the area to deal with ASB in a robust manner, through the policing patrol plan called Operation Impact, which has been written solely to ensure we address this priority.
This operation involving local Police Constables, Community Support Officers, and officers from our Anti Social behaviour Team, have and continue to conduct high visibility and plain clothes patrols within the area to engage with the youngsters, delivering a clear message that ASB will not be tolerated.
The priority has so far seen nearly 400 hours of dedicated foot patrols on the estate at the most relevant times, whilst a large number of reassurance visits and engagements have been and are being completed.
A number of arrests have been made in relation to the priority and we are in the process of attempting to obtain a number of Anti Social Behaviour Orders (ASBO’s) with the Community Protection Department of Nottingham City Council to help and assist us in managing the priority on the beat.
The team have been continuing to target a number of individuals responsible for causing ASB on the beat by taking them through formal 5-step process which leads to a full ASBO.
We are working closely with Nottingham City Homes who continue to warn offenders of ASB that if their behaviour continues it may result in eviction/loss of tenancy of the family home. To date two families have been evicted from their homes as they failed to take on board the advice of the police and Nottingham City Homes in relation to using their property as a base for causing ASB.
A number of home visits have been completed by the Neighbourhood Policing Team in relation to those offenders involved in anti-social behaviour and to those of whom we suspect may be responsible. During these visits we have enforced with both the youngsters and their families that anti-social behaviour will not be tolerated and have highlighted alternative activities to remove them from committing ASB and loitering on the streets.
Further home visits will be completed if further offenders are identified or suspicions are raised in relation to groups and individuals.
The Neighbourhood Policing Team has so far organised three football matches for local youths in an attempt to deter them off of the streets into more productive activities. Further indoor football matches are being planned towards the end of January and February and we publicise these dates as soon as they are available.
We are working with Nottingham City Council Targeted Youth Services and Catch 22 (Youth Workers) have been working within the area engaging with local youths via street work and workshops at the Red Lion Community Centre on Commercial Road. There are now a number of workshops that have been tailored to the needs of the local youngsters within the area and the services that are being offered are reviewed constantly by Nottingham Youth Services and the Neighbourhood Policing Team to ensure that they are appropriate to the needs of the community.
A number of leaflet drops were completed within the area and unfortunately this did not result in any fresh intelligence from the community. However there are a number of beat surgeries running within your area in which you can come and speak with your Neighbourhood Policing Team and let us know what your concerns are and pass to us any information you may have in private.

Hopefully as members of the community you should now being seeing an improvement on the quality of life within the area and we shall be assessing the progress of this priority through the Local Area Group meetings with community feedback.

At the last Local Area Group meeting for the area on the 14th January 2010 you the community told us that you were satisfied by the way that your local beat team were dealing with the anti-social behaviour issue within your community. You told us that you felt the local officers and partner agencies were working well together to reduce the problem and that you had started to notice a reduction in anti-social behaviour activities.
Throughout January 2010 dedicated foot patrols took place at key anti-social behaviour times in order to reduce and prevent further acts of anti-social behaviour and criminal acts associated with this type of behaviour occurring, and I am pleased to advise that this appears to have been successful in reducing the problem in the short-term.
As a Neighbourhood Policing Team we are pleased to have noticed a significant reduction in the need for you to report incidents of anti-social behaviour and we shall continue to work hard with the community and our partner members to resolve this priority for you.
A number of individuals have now been progressed along the anti-social behaviour five-step process and a number of applications have been made to place individuals on Anti-Social Behaviour Orders (ASBO’S) for which we are currently awaiting court dates to progress within this area.
On a further positive note a number of the youths that were heavily involved with anti-social behaviour within the area continue to attend local football matches that have been arranged at peak anti-social behaviour times. These football matches continue to reduce the problem of anti-social behaviour and gives us your Neighbourhood Policing Team an opportunity to divert the youths into alternative activities. A number of these youths have chosen to join other activities and youth sessions provided by Youth Services.
Further dedicated foot patrols of the area will continue throughout all of February and March which will allow officers with an opportunity to engage further with the community, in particular those involved in anti-social behaviour, but it will also give us an opportunity to speak with and reassure you within the community further.

Police Officers, Police Community Support Officers, Community Protection Officers based at Bulwell Police Station have been working hard over the last few months to address and resolve this priority for you.
You told us at the last Local Area Group meeting on the 2nd March 2010 that you had noticed some improvements and reductions that had been achieved in terms of anti-social behaviour and that in general the area had been improving. During the meeting you the community raised concerns that with the summer weather and lighter longer evenings on the way you were concerned that anti-social behaviour may increase again.
Can I please take this opportunity to reassure you that all officers here at Bulwell will take a proactive approach to any report of anti-social behaviour, and your Neighbourhood Policing Team will visit all reporters of anti-social behaviour to ensure that we obtain the maximum amount of information and intelligence to target those offenders that sometimes cause unnecessary problems in the community.
Over the last month a number of dedicated foot patrols have continued within the area and over a 100 extra police officer hours have been spent on the beat to ensure that the youths are diverted into alternative activities at the relevant times.
These additional patrols will continue in your area throughout March and towards the end of March consideration will be given as to whether further additional patrols are to be required into April.
The ASBO Team are currently at court with a number of individuals in an attempt to place those individuals that continuously act in an anti-social manner onto full ASBO’S.
We are hopeful that we shall be able to provide you with a positive update regarding this shortly.

Your Neighbourhood Policing Team are pleased to announce that the ASBO team have recently been in attendance at Court and have been present when the magistrates have imposed an Anti-Social Behaviour Order (ASBO) on one of the problematic individuals associated to some of the rowdy behaviour on the estate. In the near future details of this individual will be published and displayed within the local area so that you the community can report any breaches to your Neighbourhood Policing Team.
A further interim Anti-Social Behaviour Order has been secured against a separate individual to prevent further offences and entry into the whole of the Bulwell area. There will be a further court hearing in the near future for the courts to decide if this Interim ASBO should remain and if they believe it should then we shall ensure that you local community are fully aware of the details.
Please can we take this opportunity to reassure you that a number of patrols are still continuing within your area with the Neighbourhood Policing Team and the Neighbourhood Response Teams and that we are committed to taking positive action with all of those involved in anti-social behaviour.

A further Anti-Social Behaviour Order (ASBO) has been approved by the Magistrates Court and the Neighbourhood Policing Team and the Neighbourhood Response Officers will proactively and positively police this and the other ASBO’S that have been obtained.
Directed and dedicated patrols have still been occurring within the area and officers report that the number of youths loitering on the estate, appear to have decreased.
You shall shortly be receiving posters and leaflets within your community highlighting those individuals that have been placed on ASBO’S and we would ask that if you ever see these individuals breaching these orders that you call us immediately.
Your Neighbourhood Policing Team is currently working on a police patrol plan for the summer, which will see a number of additional officers dedicated and deployed to the Bulwell Beat to ensure that anti-social behaviour and the crimes linked with that anti-social behaviour are dealt with positively.

Our Solution
On the 1st June 2010 the Safer Bulwell Sub Group identified that whist the police and partner agenices had been progressing this priority effectively, in an attempt to erradicate the problem the Neighbourhood Priority would continue for a further 6 months.

People using the shops at Knights Close have told us that they feel intimidated by groups of young people who hang around the shops of an evening and make it difficult for you to pop to the shops for your shopping. The shop keepers have also asked us to address the behaviour of a small group of individuals who frequent this shopping mall.
We understand that it is not acceptable for you to feel intimidated when you pop down to your local shops and we accept the responsibility of ensuring that you are able to feel safe in your community.

Due to the consistant reduction in calls for the knights close area over the last 2 months and a recent review of the Neigbourhood policing priorities it has been agreed that this priority is now complete.
The CCTV camera is soon to be fitted as promised and used to gather evidence should further incidents occur in the future.
PC Nolan will continue to monitor the area and the types of incidents reported.

For a second month Knights close remains relatively quiet, with fewer calls to date coming in.
It is anticipated that a camera will be fitted in the area over the next 4 weeks.
Repeat offenders are continuing to be monitored and asbo orders considered.
The local community centre is currently under renovation and will help contribute towards a peaceful summer for all residents.

Knights Close shops and residents have had an increased number of patrols throughout their area. This has resulted in numerous large numbers of young people being spoken to by officers and dispersed. Youth workers have also been out in the area and liased with the group.
Recent liaison with the residents of the Knights Close has identified that activity in the area has decreased.
The lighter nights are now here so patrols will continue to ensure that the area remains a quiet place to live.
The Neighbourhood Policing Team (NPT) have developed and delivered a plan to tackle this problem, This involves working with you to solve this problem by identifying those responsible and dealing with their offending behaviour.
We are working with both Nottingham City Council and Community Protection to address their behaviour and increasing our visible presence in the area particularly during the evening time. You will see Police Officers outside the shops keeping a eye on any young people to make sure that they do not behave in a way that could be intimidating. Please take the opportunity of talking to them and telling them how you perceive the area and we will act on your concerns.
Where individuals are identified as being part of the problem we will ask and work with them to be part of the solution. Working with Youth services and other local youth workers we will encourage them into alternative activities and where they fail to work with us we will then take the necessary enforcement action using the five step process for tackling anti-social behaviour (which starts with warnings and can lead to application for an anti social behaviour order (ASBO).
Other approaches will be considered as the plan develops.
21/12/2009 - Over the past few months, this area has seen a large amount of high-visibility preventative patrolling by the local beat team. Officers are in consultation with the shops on Knights Close about how to reduce the problem of anti-social behaviour. The options for CCTV have been explored for the main area, and personal visits have been made to the main problem-causers and their parents, warning them of the civil sanctions that will be pursued against them if the problem continues. Our efforts will continue on Knights Close for the time being, although reported crime and incidents have reduced over recent weeks.
07/01/2010 - The team have spent a lot of time over the last few weeks in and around Knights Close. The group of youths that gather in the area have all been spoken to recently by the beat team with the main trouble makers being spoken to at home with parents/guardians. Youth services are still engaging with the youths and are having fortnightly meetings with the Neighbourhood Policing team and Neighbourhood Action Officer.

The shop keepers, our officers are telling us that the young people who hang around the shops are doing so less frequently and being more mindful of their behaviour towards others. An operation took place on Saturday 6th Feb 2010 where 4 PCSOs were tasked to patrol knights close in the evening, this was in order to identify any groups hanging around in the area and deter any acts of anti social behaviour.
This was successful with further names being taken and advice given regarding the consequences of anti social behaviour.
Furter weekend patrols are being planned.

During March police and community support officers have patrolled Knights close and the surrounding areas every Thursday, Friday and Saturday this has given us the opportunity to regularly engage with any youths hanging around.
We invited youth workers to come out with us on 3 seperate occasions and this has had a positive affect and will hopefully result in one of the community buildings being utilised in the evenings to offer entertainment to the local youths.
Calls to police have reduced recently but we are mindful of the light evenings and milder weather.
We will continue to work closely with the youths and other agencies over the summer in order to improve the area and utilise any facilities that we can.
Our Solution
Foot patrols, the five step asb procedure and positive action against offenders have all contributed to the reduction of asb in the area.

During 2009 you told us that you were fed up with people riding off road motor bikes and mini motos within your estates and parks. Having examined this issue and the reports that you have made to Notts Police it seems that this problem involves individuals who use both Bulwell Hall and Southglade Park to ride about on causing people to feel intimidated and disrupted and increasing the danger of potential accidents.

The last off road OP was relatively quiet with only 1 report of vehicle nuisance and 1 warning ticket issue.
This is good news for residence but please continue to report any further incidents through your local NPT or on 101 to help us plan the location of our next OP.
The Neighbourhood Policing Team (NPT) have developed the work we did in 2009 to address this problem and are in the process of developing a plan in 2010 to tackle this problem. This plan will involve the use of the Police Off Road Bike team who will be deployed to tackle this problem. BUT we need your help. Please talk to us and tell us WHO is causing the problem and as individuals and families will address this with them using both criminal and civil means.
This year we will also be working with local schools to raise awareness of the problem in the aim of diverting young people from being involved and pointing out that this form of behaviour is unacceptable and potentially dangerous.
In 2009 we confiscated 8 off road bikes that were being inappropriately used and will again use the legislation to remove any bike from an individual who engages in this anti social past time.
Work with continue with partner agencies on environmental approaches to prevent the problem, such as barriers, A frames and fences.
21/12/2009 - Over the past 6 months, the Bulwell Neighbourhood Policing Team, alongside the council's Community Protection officers, led 12 separate days of activity, during which police off-road bikers and undercover 'spotters' were deployed to catch off-road bikers in the main 'hotspots' of Bulwell and Top Valley. This occurred alongside hard-hitting visits to those we suspect of illegal off-roading, to warn them of the dangers and the legal consequences. We will continue these operations into 2010, and will continue with our preventative work and youth diversion activity in tandem with this. Planning has now begun with our partners to ensure that we set dates form March onwards where Police off road bike teams will deploy into the north of the city to ensure that this menace is confronted. We will not be publishing the exact dates when our teams will deploy (for obvious reasons) but rest assured you will see them on the streets from March onwards dealing with any off road bikes and their riders.

The off road operations have now started up again the first one was on 20th Feb where various persons were spoken to but a relatively quiet start possibly due to bad weather conditions and ice patches.
Since the operation a vehicle has been seized and destroyed which we suspect had been causing a nuisance in recent weeks in the Rise Park area.

We ran our second off road op for this year on the 27th March and we are pleased to announce the seizure of 2 off road bikes and 4 warnings being issued.
The warnings are recorded and give us the power to seize any vehicle being used by that person on a 2nd occasion within 1 year if being used inappropriately.
We look forward to future operations and encourage all incidents of vehicle nusiance to be reported either by conatcting the local beat team or the switch board on 101.

• 72 people have been stopped by the police and where appropriate searched
• 19 Arrests have been made for drug related activity
• 51 Drug offences have been recorded and detected

• An enhanced intelligence picture has been obtained
The intelligence picture is changing constantly and officers are being deployed to the locations of this moving intelligence picture. Of note is that 90% of the offences involve the possession of cannabis rather than that of class A drugs, such as heroin and cocaine.

The community indicated that for a long period of time the shop owners/occupiers and local residents that use Knights Close, had been subject to anti-social behaviour and they believed that the level of ASB was rising within the area.

Since the priorty commenced, we have completed:
• 240 hours of dedicated patrolling within the area.
• Periodic patrols to the area by the antisocial behaviour car 3 times a week.
• 68 people have been stopped by the police and warnings given regarding anti social behaviour in the area and the consequences.
• 3 section 59 warnings have been issued to 3 persons found riding their motorbikes in an inconsiderate manner, these warnings last for 1 yr and will result in any bike being confiscated from them if they are found riding in the same manner again.
• 1 stolen vehicle has been recovered
• 3 bikes recovered
In the initial stages officers reported small groups of youths on Knights Close, particularly during the hours of darkness, however officers and local shop owners report that the level of ASB has decreased.
With lighter nights approaching which can lead to a spike in ASB, the Neighbourhood Policing Team will continue with high visibility patrol and will deal positively with any offences.

The community indicated that the area had seen increased anti-social activity in some of the alleyways near Bacton Gardens and in the vicinity of the shop on Cawston Gardens and wished for the local police and partner teams to focus on this priority.

The Neighbourhood Policing Priorities are due for review at Area Committee on the 8th June 2011 and consideration will be given to new policing priorties on this date.

• Dedicated Patrolling of the area
• Provided dedicated support to victims of ASB
• In partnership with Youth Services, diverted those involved in ASB into alternative activities, such as football
• Completed home visits to those who continued with ASB activity
• Obtained civil injunctions on 2 people who persistently caused ASB in the area
• Evicted a family who persistently caused ASB problems within the estate
• ASB within the area has reduced by 23% compared to the previous 6 months. This is 165 less calls.

This priority will tackle the issue of anti-social behaviour caused by Nuisance vehicles across the whole of the Bulwell NPA.
Over recent weeks, the problem has escalated around the Bulwell Hall Park, Bulwell Forest golf course Rise Park / Top Valley areas, with calls to Notts police due to the noise, danger and criminal damage that the bikes are causing.
Aside from these specific areas, the problem continues to be felt in all areas, including Southglade, Crabtree estate, Bestwood, Bestwood Country Park and the central area of Bulwell, and has now been deemed as one of the Neighbourhood priorities for the Bulwell area.

Reports of off road bikes causing a nuisance has reduced even further to less than 5 a month.
1 stolen bike was seized very quickly before it had the opportunity to become a nuisance.
Due to training there was no off road bike operation this month however this has not caused an increase to calls recieved.

Good news yet again with 2 more bikes seized and 2 section 59 warnings given.
The summer appears to have been quieter than usual which could be down to the increase in the off road operations over the last couple of months and also the letter drops warning owners of the consequences.
We are aware that youths are gathering with Peds causing a separate issue in some areas, if this is happening near you and they are acting in an anti social way then please report it and we will monitor any new trends.

There has been continued issues with Highbury rd, Piccadilly road and the surrounding area concerning large numbers of youths congregating around the shop area and nearby streets.
The reports were that the offending youths were loitering in the location and that they were generally loud and boisterous.
Criminal damage in the same area has also risen.

The Safer Neighbourhood Team have worked extremely hard alongside neighbourhood action teams, council patch managers and local residents, including families of the youths causing the anti social behaviour, in targeting individuals responsible for this type of behaviour. Our actions have resulted in a drop in the number of reports in relation to antisocial behaviour within the area, in September we received 30 reports relating to anti social behaviour in the area, this has now reduced to 10 during November, and we will continue to tackle this problem on an ongoing basis.

Anti socail behaviour still remains a problem within this beat area, it has changed its location slightly and there are now some new suspects causing these problems who are currently being identified.

The Bulwell beat has the most recorded crime equating to 25% of all crime within the Bulwell NPA. Subsequently an immediate and sustainable reduction in ASB related activity and Crime is required through proactive, intelligence and community led policing to ensure that sustainable reductions are achieved.

Over the last month we have seen a 33% reduction in the amount of calls to the Police and recorded crimes compared to October 2011 and compared to the same reporting period last year there has been a reduction of 8% in terms of the number of calls to the Police and 33% reduction in the crimes recorded for anti-social behaviour . The reduction in calls can be attributed to the zero tolerance approach which has been applied to this problem by not only the Police but partner agencies within the community and also we have been able to provide activities for teenagers to distract them away from hanging around on the streets and causing trouble because they have nothing else to do.
Nottinghamshire Police and partner agencies are still running the dedicated Football sessions at Bulwell Academy up until the end of December 2011 and the sessions are on a Monday between 1830hrs and 2030hrs and Thursday between 1900hrs and 2100hrs.

The levels of associated reporting of anti-social behaviour have remained comparable with this time last year and your local policing team have made a number of arrests revolving around anti-social behaviour on and around commercial road. Our partner agencies are now engaging with people who have been arrested to try and deter and prevent them from this type of criminality. Also started at the beginning of October are dedicated football sessions which are being run on a Monday between 1830 to 2030hrs and Thursday between 1900 to 2100hrs evening at Bulwell academy until the end of December.
We are continuing with our dedicated police patrols through out the winter and would urge members of the public to report incidents of anti-social behaviour either directly to officers on the beat or through to our control room on 101

In relation to the reporting of anti-social behaviour being reported on the Bulwell Beat it has again decreased over the last month and the complaints from residents around Commercial road regarding the congregating of youths on the road has reduced. This is not to say that the problem has been completely resolved, there are still pockets of youths who congregate and cause isolated problems.
The Police and partner agencies are working hard to combat these problems and hope to offer these young people alternative activities instead of hanging around on the streets. The Police are in the process of setting up regular football sessions which ran over the summer months and it is hoped these will commence within the next few weeks and will enable the young people a place to go and participate in some group activities.

On 23/11/2011at an Area Wide Committee meeting 2 new Neighbourhood Priorities were agreed for Bulwell and Bulwell Forest Ward, these community concerns and issues were raised and discussed with the Police and partner agencies by local community representatives from the Bulwell community.
During this meeting the community have highlighted drug-dealing as a community priority. Even though they have seen a significant amount of work already undertaken in this area, the community would like the Police and partner agencies to continue to focus on this priority. Although this priority is primarily linked to Bulwell ward it will also tackle any associated problems which arise on Bulwell Forest Ward.
Our Response
The Bulwell Safer Neighbourhood team will continue to tackle this problem utilising a number of tactics which will include overt and covert patrols in the Bulwell Area. Positive action will be taken with offenders and drug referrals will be made via partner agencies to try and deter people returning to substance and controlled drug's misuse.

Since the priority has been focusing around drug use and associated criminal behaviour, there has been a decrease in drug fuelled crime which has fallen by 24% compared to this time last year.
Your local safer neighbourhood police team have been conducting regular high profile patrols in known areas where street level drug dealing has historically taking place and ensuring that the people who decide to deal drugs are constantly being targeted by the Police to stop drug dealing taking place.
There have been 14 reported drug offences in January which has led to 14 people receiving a police criminal record for an array of drug offences.

Since this priority commenced Nottinghamshire Police have executed 11 Drug related warrants in the area of Bulwell and Bulwell Forest Ward’s. As a result of these warrants 1 firearm was recovered and large quantities of cannabis plants have been recovered. The street value of drugs recovered is estimated to be in the region of £250,000 pounds.
The area around Newmarket road where street level drug dealing was taking place has had dedicated high visibility patrols in the area and a number of arrests have been made. The latest information from the community is that this problem has stopped in the area.

Since the last update there has been a slight increase of 3 more offences reported to the Police in comparison to last month. This can be attributed to one family who appeared to be the centre of anti-social behaviour and criminality on Bulwell Beat.
I am pleased to confirm that positive action has been taken with this family and they have been re-housed out of Nottinghamshire and I expect to see a sharp reduction in anti-social behaviour in the area.

Within the last month I am pleased to report that reports of Anti-social Behaviour and Criminal Damager have continued to fall and the Police received 108 reports. This is the 3rd consecutive month that these offences have decreased.
During March there have been two dedicated passive drug dog operations in and around Bulwell Town Centre which has had a positive impact not only on criminal offences with a number of arrests but also on the interaction with members of the public and increasing the trust and confidence with your local Policing team.
