Community Engagement Committee
TERMS OF REFERENCE
To lead on all matters relating to community engagement, strategic planning, partnership and collaboration.
A) Community Engagement
2. To lead the Authority’s (NPA's) Consultation and Communication Strategies and to act as the main conduit for the expression of public opinion on policing issues.
3. To ensure that issues raised in the NPA and Force's consultation processes are fully taken account of in planning and operational decision making processes; in particular to monitor the use of consultation and market research data within the business review process.
4. To oversee the rolling out of neighbourhood policing and the development of quality of service initiatives.
5. To advise the NPA as to ways of raising the profile of the NPA and increasing awareness of its role and work
6. To ensure that the consultation and communication carried out by the Force and the NPA engages with, and reflects the views of, Nottinghamshire's diverse communities.
B) Strategic Planning
1. To lead the process for the preparation of the local plan, in conjunction with the Chief Constable.
2. To review consultation undertaken to inform the Policing Plan.
3. To keep under review existing policies of the Force
4. Exceptionally to consider draft policies of the Force where the proposed policies have significant implications for the Organisation.
5. To act as the lead Committee for any other corporate planning issues including the development of the NPA Development Plan and associated strategies.
6. To monitor issues arising from Community Engagement, which affect the Force or the NPA's policies and to monitor changes to polices or operational practices effected as a consequence of consultation feedback.
7. To identify future issues affecting the Authority's role
C) Partnership
1. To co-ordinate the activities of the Authority in respect of its membership of Crime and Disorder and similar partnerships
2. To develop areas for partnership in conjunction with partner organisations
3. To develop and monitor the participation of partner organisations in relation to Force and Authority planning processes
4. To receive reports concerning strategic partnership bodies in the county in particular the Community Safety Board and the Local Strategic Partnership
D) Collaboration
1. To develop and monitor collaboration initiatives within the East Midlands region and other collaborative activity.
2. To authorise the Chief Executive and Chair to enter into agreements under section 23 of the Police Act 1996 on behalf of the authority.
3. To receive reports from the East Midlands regional collaboration board, regional joint committee or such other Regional body as may be established from time to time.
4. To consider and approve regional strategic plans relating to collaboration activity.
5. To promote collaboration initiatives between police authorities in the region and to monitor implementation plans in that connection.
E) In all activities
1. To have due regard to Equal Opportunities and, in particular, the Authority's responsibilities, for impact assessments under the Equality Legislation.
