In a directive that may have been inspired by Charlie Chaplin’s famous scenes, officers were told 'the police should remove orange peel whenever seen on the pavement, as accidents frequently happen to persons by stepping on them'

Quite how frequently this happened is not known, although maybe the lack of significant numbers of orange peel-based incidents can be attributed to the diligence of Mr Clay’s officers in carrying out his instructions?
